As a former aircraft mechanic on heavy aircraft, I can tell you he is not the driver. Everyone involved in the incident would have been secluded from the immediate area including the pilots and crew member passengers. This appears to be well after the incident happened and the crew chief (mechanic) pictures is most likely inspecting the front rotors for a damage assessment. During the assessment, they attempt to not disturb the scene, only to record exactly what can be seen with the naked eye or a boroscope (flexible microscope on a rope). Although I don't know the entire story, the tug (aircraft tow vehicle) that is pictured, appears to have either been run over by a non observant pilot, or the tow bar between the tug and plane broke in which case the pilot would have attempted to steer around the tug (also called a Uke). Just my 2 cents.
